The WRS Board has delegated Tactical Asset Allocation and implementation decisions (including investment manager hiring and termination) to the Chief Investment Officer (CIO), with approval of the Executive Director.

Sam Masoudi, CFA, CAIA - Chief Investment Officer

Sam MasoudiSam Masoudi has 25 years of financial industry experience. He has been the CIO for the Wyoming Retirement System since December 2013. Prior to that, he served as a Managing Director of Tulane University’s endowment fund for five years. He was a founder and portfolio manager for eight years at the hedge fund Silver Peak.

Sam’s other investment experience includes three years at Veronis Suhler Stevenson (private equity fund) as a director, and four years as an assistant vice president in real estate investment banking at PaineWebber and Kidder Peabody, two New York based investment banks.

Sam received his B.S. in Finance and Investing from Babson College. He holds the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations. He was born and raised in Denver, CO.

John Kreiter, CFA - Senior Investment Officer

John KreiterJohn Kreiter joined the Wyoming Retirement System during 2013 as a senior investment officer. He is responsible for overseeing the fixed income and real asset allocations of the system. He has also lent his expertise to assist with the equity allocations of the system. Prior to joining WRS, John was a co-manager of the large and multi-cap disciplines of Munder Capital Management based in Michigan. John earned his MBA from Wayne State University and is a CFA charterholder.

Bill Ziomek, CFA - Senior Investment Officer

Bill ZiomekBill joined the Wyoming Retirement System in July 2016 as Senior Investment Officer for marketable equities. Prior to WRS, he worked as an investment director and investment generalist covering traditional assets and alternative investments at Kamehameha Schools Endowment in Honolulu. Bill has nearly 20 years of institutional investment experience working as a consultant, then serving in investment officer roles at UC Regents, W.K. Kellogg Foundation and Kamehameha Schools. He has extensive experience in portfolio construction, asset class strategy, and investment selection. Prior to his investment career, he served as an active duty Army officer in U.S. Field Artillery. Bill earned a B.S. degree from US Military Academy at West Point and an MBA at Cornell University.

Andrew Mayer, CFA - Senior Investment Officer

Andrew MayerAndy started working at the Wyoming Retirement System in August of 2012 as an analyst and is currently an Investment Officer. He is a CFA charterholder and is responsible for coverage of the Marketable Alternatives asset class (multi-asset mandates and hedge funds) for the system. Prior to WRS, Andy spent four years at Janus Capital Group based in Denver. Andy received his B.S. in Finance from the University of Northern Colorado, and earned an MBA with a concentration in Investments from the University of Notre Dame.

Seth Consoliver - Analyst

Seth ConsoliverSeth graduated summa cum laude with a BS in Finance and Economics at University of Wyoming as a UW Trustees’ scholarship recipient. Upon graduating in May of 2015, he joined the Wyoming Retirement System as a full time analyst, working primarily on the fixed-income allocations of the portfolio. Seth is a Wyoming native and graduated from Burlington High School.

Jose Briones - Analyst

Jo Briones

Joe graduated with an MS in Finance and a BS in Finance and Economics at the University of Wyoming. He joined the Wyoming Retirement System in December 2016 as a full-time analyst, working primarily on the equity allocations of the portfolio.

Brady Goyn - Analyst

Brady GoynBrady is a native to Wyoming who grew up and graduated high school in Green River. He graduated cum laude with a BS in Finance from the University of Wyoming and received his MS in Finance from the University of Wyoming in 2017. He joined WRS in January 2017 as a full time analyst where he began working primarily on the marketable alternatives portion of the portfolio.

Dan Paradis - Analyst

Dan ParadisDan is a Wyoming native and graduated from Laramie High School.  He received a BS degree from Pepperdine University and has completed some graduate coursework in Finance from the University of Wyoming.  Prior to joining Wyoming Retirement System, Dan worked as a commercial lender in community banks in Wyoming.  He joined WRS in May 2018 as a full-time analyst and works across all asset classes.  Dan is currently a candidate in the CFA program.
