The WRS Board has delegated Tactical Asset Allocation and implementation decisions (including investment manager hiring and termination) to the Chief Investment Officer (CIO), with approval of the Executive Director.

Sam Masoudi, CFA, CAIA - Chief Investment Officer

Sam Masoudi

Sam Masoudi has 27 years of financial industry experience. He has been the CIO for the Wyoming Retirement System since 2013. Prior to that, he served as a Managing Director of Tulane University’s endowment fund for five years. He was a founder and portfolio manager for eight years at the hedge fund Silver Peak.

Sam’s other investment experience includes three years at Veronis Suhler Stevenson (private equity fund) as a director, and four years as an assistant vice president in real estate investment banking at PaineWebber and Kidder Peabody, two New York based investment banks.

Sam received his B.S. in Finance and Investing from Babson College. He holds the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations.

John Kreiter, CFA - Senior Investment Officer

John KreiterJohn Kreiter joined the Wyoming Retirement System during 2013 as a senior investment officer. He is responsible for overseeing the public equities allocation of the system.  Prior to joining WRS, John was a co-manager of the large and multi-cap disciplines of Munder Capital Management based in Michigan. John earned his MBA from Wayne State University and is a CFA charter-holder.

Andrew Mayer, CFA, CAIA - Senior Investment Officer

Andrew MayerAndy started working at the Wyoming Retirement System in August of 2012 as an analyst and is currently an Investment Officer. He is a CFA charterholder and is responsible for coverage of the Marketable Alternatives asset class (multi-asset mandates and hedge funds) for the system. Prior to WRS, Andy spent four years at Janus Capital Group based in Denver. Andy received his B.S. in Finance from the University of Northern Colorado, and earned an MBA with a concentration in Investments from the University of Notre Dame.

Ben Bowman, CFA - Senior Investment Officer

Benjamin BowmanBen Bowman joined the Wyoming Retirement System as a Senior Investment Officer in September 2019.  He is primarily responsible for overseeing the credit-based strategies.  Ben has over 20 years of experience in the fixed income community, having previously served for 11 years as the Head of External Credit at the Employees Retirement System of Texas.  Ben received a B.A. in Economics from Yale University and is a CFA Charterholder.

Dan Paradis, CFA, CAIA - Investment Analyst

Dan Paradis Dan is a Wyoming native and graduated from Laramie High School. He received a BS degree from Pepperdine University and is a CFA charterholder. Prior to joining Wyoming Retirement System, Dan worked as a commercial lender for community banks in Wyoming. He joined WRS in May 2018 as an Investment Analyst and is primarily focused on the Fixed Income and Private Markets asset classes.

Casey Rogstad, CFA, CAIA - Investment Analyst

Casey RogstadCasey Rogstad joined Wyoming Retirement System in August 2019 as an Investment Analyst. Casey is a CFA charterholder and is primarily focused on the Marketable Alternatives asset class. Casey graduated with an MS in Finance from the University of Utah and a BA in Business Management from Whitworth University. Casey is originally from Spirit Lake, Idaho.

Ben Wisdorf, CFA - Investment Analyst

Ben Wisdorf Ben Wisdorf is a Cheyenne, Wyoming native who joined Wyoming Retirement System as an Investment Analyst in March 2021.  Ben is a CFA charterholder and is primarily focused on the Marketable Equity asset class.  Ben earned both his B.S. and M.S. in Finance from the University of Wyoming.  Prior to joining Wyoming Retirement System, Ben worked as a Credit Analyst for a regional bank in Laramie, Wyoming.
