Sam Masoudi, CFA, CAIA – Chief Investment Officer
Sam Masoudi has 27 years of financial industry experience. He has been the CIO for the Wyoming Retirement System since 2013. Prior to that, he served as a Managing Director of Tulane University’s endowment fund for five years. He was a founder and portfolio manager for eight years at the hedge fund Silver Peak.
Sam’s other investment experience includes three years at Veronis Suhler Stevenson (private equity fund) as a director, and four years as an assistant vice president in real estate investment banking at PaineWebber and Kidder Peabody, two New York based investment banks.
Sam received his B.S. in Finance and Investing from Babson College. He holds the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations.

John Kreiter, CFA – Senior Investment Officer
John Kreiter has 30 yrs experience in the investment industry. He joined the Wyoming Retirement System during 2013 as a senior investment officer. He is responsible for overseeing the public equities allocation of the system. Prior to joining WRS, John was a co-manager of the large and multi-cap disciplines of Munder Capital Management based in Michigan.
John earned his MBA from Wayne State University and is a CFA charter-holder.

Andrew Mayer, CFA, CAIA – Senior Investment Officer
Andrew Mayer has 17 years of financial industry experience. He has been at the Wyoming Retirement System (WRS) since 2012. Andy is responsible for overseeing the Marketable Alternatives asset class which includes all liquid multi-asset mandates and hedge funds for the system. Prior to WRS, he worked at Janus Henderson (formerly Janus Capital Group).
Andrew received his B.S. in Finance from the University of Northern Colorado and earned an MBA with a concentration in Investments from the University of Notre Dame. He is a CFA charterholder and holds the CAIA designation.

Dan Paradis, CFA, CAIA – Senior Investment Officer
Dan is a Wyoming native with 15 years of financial industry experience spanning commercial banking and institutional investment management. He joined the Wyoming Retirement System as an Investment Analyst in May 2018 and is currently responsible for oversight of the Private Markets asset class. Prior to joining WRS, Dan worked as a commercial lender for community banks in Wyoming.
Dan earned his Bachelor of Science degree from Pepperdine University. He holds the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations.

Casey Rogstad, CFA, CAIA – Investment Officer
Casey Rogstad has 6 years of financial industry experience. He joined the Wyoming Retirement System in August 2019. Casey is responsible for coverage within the Marketable Alternative asset class which includes all multi-asset liquid mandates and hedge funds for the system.
Casey graduated with a BA in Business Management from Whitworth University and an MS in Finance from the University of Utah. He holds the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations.

Ben Wisdorf, CFA, CAIA – Senior Investment Analyst
Ben Wisdorf is a Cheyenne, Wyoming native who joined Wyoming Retirement System as an Investment Analyst in March 2021. Ben is a CFA charterholder and is primarily focused on Marketable Equity and Fixed Income. Ben earned both his B.S. and M.S. in Finance from the University of Wyoming. Prior to joining Wyoming Retirement System, Ben worked as a Credit Analyst for a regional bank in Laramie, Wyoming.

Josh Keefe – Investment and Operations Risk Manager
Josh Keefe is a Cheyenne, Wyoming native and joined the Wyoming Retirement System in September of 2024. Prior to joining the Wyoming Retirement System, Josh worked as a commercial lender for community banks and the Wyoming Business Council. In addition, Josh worked at IMPACT 307, where entrepreneurs look to commercialize research at the University of Wyoming. Josh received his B.S. in Finance from the University of Wyoming, his MBA, with an emphasis in Finance & Accounting, from Regis University, and has an Economic Development Finance Professional (EDFP) designation.

Gus Mahieu – Investment Operations Coordinator
Gus Mahieu is a Wyoming Native from Cody who joined the Wyoming Retirement System as an Investment Analyst Intern in June 2024. Prior to joining the Wyoming Retirement System, Gus worked within the University of Wyoming Student Government, and as a Banking Intern in Cody, Wyoming. Gus received his B.S. in Finance from the University of Wyoming.
