Wyoming Retirement System Welcomes Tina M. Leiss as New Executive Director

CHEYENNE, Wyoming — The Wyoming Retirement System (WRS) Board of Trustees is pleased to announce the appointment of Tina M. Leiss as the agency’s new Executive Director, effective August 2026. Leiss will serve as WRS’s 11th Executive Director, succeeding David Swindell, who is retiring in July after leading the system for the past seven years.

Leiss brings more than two decades of extensive leadership experience in public pension administration, legal expertise, and fiduciary oversight to WRS. She previously served at the Public Employees’ Retirement System of Nevada (NVPERS), joining as Operations Officer in 2004 before being appointed Executive Officer in 2013. Throughout her distinguished tenure at NVPERS, her responsibilities spanned comprehensive fund management, investment oversight, fiduciary governance, benefits administration, information technology, and accounting.

The Wyoming Retirement System has a weighty responsibility to tens of thousands of Wyoming’s citizens, and we believe Ms. Leiss is up to the challenge.”

In her new role, Leiss will oversee the administration of WRS’s $13.2 billion fund, which supports nearly 80,000 active members, retirees, and beneficiaries statewide.

“I am honored to be appointed the next Director of the Wyoming Retirement System,” said Leiss. “I look forward to continuing the good work of the system’s Board and staff in ensuring the retirement security of Wyoming’s dedicated public employees in a prudent and efficient manner.”

Prior to her career in pension administration, Leiss served as a Senior Deputy Attorney General with the Nevada Office of the Attorney General. She holds a Juris Doctor from Willamette University College of Law and a Bachelor of Arts from Oregon State University.
