WRS Executive Director Announces Retirement
Board Prepares Leadership Transition
CHEYENNE, Wyoming — After a lifetime dedicated to public service, Wyoming Retirement System (WRS) Executive Director David Swindell has announced his retirement, effective August 1, 2026.
Mr. Swindell has served Wyoming’s public employees and retirees since 2014, first as Deputy Director and later as Executive Director. During his tenure, he worked closely with the Board to strengthen the system’s role as a trusted steward of retirement security, ensuring benefits that support not only members but also their families and communities across Wyoming. Since 2014, assets under management grew from $7.7 billion to over $13 billion at the end of 2025. The Fund’s investment results rank in the top quarter of peer funds during the past decade. WRS serves over 36,000 pensioners and 41,000 active members.
Swindell’s retirement follows a long career in public service spanning nearly 50 years, including 22 years in the U.S. Army, 13 years with the City of Pocatello, Idaho, and 12 years with the Wyoming Retirement System.

We all wish him and Jill well in their next adventures.”
The Board has retained Korn Ferry, a nationally recognized executive search firm, to assist in recruiting the next Executive Director. The Board and management team are preparing for the leadership transition while maintaining high standards for the business and operations of the Wyoming Retirement System.
